Putting a Dog to the Behavioral Bark Test The best way to determine if a dog is barking inappropriately is simply to put the animal to the test. If the complainant says the neighbor's dog barks at everyone who walks by on the sidewalk, then, the investigator should walk by and see if the dog barks at him. If the complainant says that the dog barks at other dogs, then, the investigator should walk by with a dog and gauge that result as well. If the dog barks at the investigator as he approaches the property, then, no sort of test should be necessary, since the first visit by the first officer out will have provided the city with all the proof they should require.
