A San Francisco woman will be arraigned this week on one charge of felony animal cruelty after authorities said she chained her female pit bull puppy to the toilet paper dispenser in her bathroom and let the dog starve to death.

The 47-year-old woman, arrested Monday, lives in Section 8 housing in the Bayview District, but kept her unit in such horrible condition that managers ordered her to move next door so they could clean her unit, according to Capt. Vicky Guldbech, captain of field services for the animal care and control center.

She left behind a 5-month-old pit bull, which ate its own plastic bowl in a desperate attempt to survive, animal control officers said. The woman faces a $20,000 fine or up to a year in jail or both, Guldbech said.
