Barking Dog Enforcement Leads Police to Locate Culprit in the Beating of a Blind Man

Carlsbad resident accused of beating blind man

Police say a Carlsbad man's barking dog led to his arrest in connection with an attack on a blind man and his guide dog.

Ross Bailey, 40, is charged with battery after police arrested him at his home Friday.

Police Captain Robert Bird says a neighbor's complaint about Bailey's barking dog led police to his apartment two days after the March 18th incident.

Court documents say Bailey told police he was walking his two dogs on leashes when one pulled away and jumped on the guide dog of Robert Clements.

Bailey says Clements hit and kicked his dog.

So Bailey hit Clements to protect his own dog.

But Bailey says he didn't know Clements was blind and would never intentionally attack a blind man.

Bailey is free after posting $1,000 bond.
