Introduction to the News of the Usual Legal Runaround Perhaps the most shocking aspect of the barking epidemic is the legal system's perverse approach to the problem. From the politicians who pass unenforceable ordinances to the judges who consistently side with the perpetrators, and on down to the police and animal control officers who don't even try to enforce the laws. Indeed, to judge by their behavior, one has to conclude that maintaining chronic barking as a quasi-legal event is the real intent of those who administer the system. Certainly, there seems to be little enthusiasm within the legal community for enacting effective measures that would, in actual fact, serve to quickly rein-in those who keep barking dogs. The purpose of this section, then, is to expose the legal system's fraudulent representation of itself as a force of opposition standing against chronic barking, and illuminate its true role as the enabling linchpin that perpetuates the barking epidemic, and makes it possible for it to continue on year after year.
