In the news article, one of the dog owners revealed that they sometimes respond to their dog's barking by first chasing the animal around the yard and, then, luring her inside by giving her food.
Most dogs find a chase game with their owners to be a rewarding experience, and certainly all dogs find it rewarding to be fed.
When a given response, like barking, is followed by the presentation of a reward, like food or a chase game, that behavior is likely to increase. Therefore, by chasing and feeding the dog after she barks, they are increasing her frequency of barking.
